I pulled a power supply from a old printer, that has an output of 42v at 0.6 amps. Can I use this to power circuits on a breadboard safely? And how can I easily build a voltage regulator to reduce the voltage to 12v? Should I use Ohm's law and just put a resistor in to lower the voltage or will 42v be too much for it?

1) yes, you can use it safely on your breadboard

2) building a voltage regulator circuit is easy. A linear regulator like the 7812 will work, but will get pretty hot when you use a 42V input. I suggest you use a switching regulator.

3) Using a resistor to drop the voltage will not work well at all. A 30V drop at 0.6A means the resistor has to dissipate 18W of power.

Actually, I have a12VDC, 1Amp wall-mount transformer that I picked up at a junk store for a song. I use it for all sorts of stuff. You should get one.
