Introduction to the balance valve

Rust-o-matic seizure. Hummm the bare block and bare heads might be salvageable along with the intake and exhaust manifolds, and possibly the valve covers ... every thing else is scrap metal if it has reached the point of no crank um rotate um.
Time to visit your local junkyard dog and just put in a serviceable used engine rather than do the rebuild and machine shop project from H... Unless you really want to truly and totally build one from scratch.
